RUBIN AREVALOS

Rubin Arevalos has over 27 years of law enforcement and investigative experience, currently employed at the Bexar County Sheriff’s Office (BCSO) as a Homicide Investigator. He has been in the Homicide Unit for over 16 years, actively working homicide cases and officer involved shootings. 

Arevalos began his career at the Bexar County Medical Examiner’s Office as a Medical Investigator where he investigated over 2,000 deaths. He holds a bachelor’s degree in criminal justice and earned an associate degree in nursing while employed with Bexar County. A licensed Registered Nurse (RN) with over 15 years of clinical experience, he utilizes his medicolegal investigative skills to help him to solve the most violent crimes, including robberies, sexual assaults, and murders. 

He was appointed as an FBI Task Force Officer collaborating with other agencies targeting violent gangs in South Texas. He holds certifications in Kinesic Interview and Interrogation, Crisis Intervention Team, and Force Science. Arevalos is currently the head of BCSO Cold Case Unit developing the standards and operations while investigating homicides that date back to the 1970s. 

The Texas Commission on Law Enforcement (TCOLE) awarded Arevalos a Master Peace Officer license, the highest level of recognition granted by the state for law enforcement. He has received Letters of Commendation and Recognition in 2004, 2005, 2008, 2019, and 2020 for outstanding performance in solving cases.      

Andreen McDonald, A Case Study

This is a panel discussion between the law enforcement investigators from the Bexar County Sheriff’s Office and attorneys with the Bexar District Attorney’s Office who were assigned to the homicide investigation of Andreen McDonald. The presentation will cover the case from the initial CID response through the trial, addressing important topics such as a multi-agency response to a homicide investigation as well as the successes and pitfalls of the trial.
