Chief Stephen Mullin began his law enforcement career as a police dispatcher in 1978. In 1981, he moved to a Patrolman in the Delphi Police Department.
While serving part time as Camden Town Marshall, he was a Merit Sheriff's Deputy, Detective, rescue scuba diver, and polygraph examiner.
In 2014, Mullin was appointed as Delphi Chief of Police. In 2020 he became the first Prosecutor's Investigator in Carroll County. In 2025, he was reappointed as Police Chief for the city of Delphi after serving more than 40 years in law enforcement in Caroll County.
